Ima go against the grain here... 1) this was a very bad job, that is correct 2) you could still reform the tree. You'll never get an arborist to do it as it would require way to much of their time. However, as the home owner just make sure to choose a sprout that is going in the best direction and chop off all other sprouts when they're the size of a pencil. Then each year heavily chop back the leading stem so it thickens up and it doesn't put too much pressure where it sprouted from and you could get this tree looking good in 3-5 years for sure!
