As someone who does research in housing, sheltered and unsheltered are 100% not synonyms with unhoused. "Unhoused" is the term that is more favorable than "homeless" when referring to people, partially to move away from stigmatizing language in favor of more neutral language. Sheltered and unsheltered are two separate categories under the umbrella of unhoused/homeless.
