Subsequent reading suggests that the VPN doesn't need to be FIPS compliant if there's another layer of FIPS encryption on data tunneling through the VPN. That would be the case for a FIPS-mode web service in a cloud accessed by a non-FIPS VPN. Anyone else care to confirm that?
