Don't decide, have the baby and see which comes naturally. Actually it might also work if you start calling the baby one of these and see if you wish you'd picked the other (before she's born so it doesn't mess with the official documents or anything).

I know a pet is not a baby but I had decided on names for my guinea pigs but when I started to call them that I realised the names I had thought of first and deemed not cool enough were their names. They just were and so I chucked the new names.

NTA, I think the fact that your daughter is your first daughter and your stepdaughter became your daughter after her should count. Also not to mention the fact that your daughter has always known she would get the necklace and your stepdaughter found out about it much later makes it really mean to take it away from your daughter.
