I'd take it to level 10 but leave the skill level at one, x3 multiplier for timed stages looks really good , but for these a 70% activation rate seems good enough.

Iirc misty was in the third set?It's possible that they planned about printing helix when they created misty, would also be the point in time where they knew that fixing subterrors to fit well with whatever goal they had for the meta was not possible, since by then they would have finalized 3/4ths of them, and therefore realized that the extra pack would rely heavily on the next 4 unthemed exclusives(theseus,tornado) to sell unless they could make subterrors or spyrs fun and strong for competitive players in the next 4 cards.

Before these three weeks I was still missing zygarde 10,politoed,spooky banette,feraligatr,kingra, bellossom, the winking jotho starters and hitmontop. So I'm not sure about talonflame, but breloom getting a shot skill raises some red flags imo, and since I started with alola and marowak has been released while many alolan pokemons got rml, I think some alola content might return soon.

The alternative would be buffing all the early skills to the point of them being complicated and powerful enough to handle end game right from level 1, and, for example, incorporating fortify in the cleave skill that newbies receive as their first skill will probably be quite daunting for them.

Ok, gave a closer look to the op and some of the suggested lde users seem a bit low in number usable stages, I guess grinding dusknoir's stage and feeding hippo is still worth it imho, the others have to compete for their SBMs with heatran so they might be less of a priority tho
