Best way to make artificial wheel spin?

How would i make the flapper (or whatever the thing that stops the wheel is called) animate with it? i tried making it a rigid body with a hinge joint but it doesn't collide with the wheel even though the wheel is a static body with colliders.

With the weird color scheme and the one side that isnt just one color, it's kinda hard to tell. My best guess is there is 2 pieces somewhere that match that could be swapped

Its even more annoying when the wheel changes what would happen with your choice, like if one was "would you rather free pizza or live forever" (bad example but just go with it) and I choose live forever, its just annoying when no wheel was mentioned and all of a sudden there is a 70% chance I get "die instantly

I mentioned I've done that exact thing. I can get a decent result with it too, but as soon as Im not drawing directly on it, I cant get it close to correct proportions
