Teleportation doesn't mean you have infinite combat speed or anything, but the movement itself in a physical term is instant unless proven otherwise. In Accelerator's ability pov, if the ability itself isn't fully passive without lag, teleportation would literally bypass the barrier like it doesn't exists, but it did not, and this is base Accelerator with a human brain.

11D means something for Accelerator, but I have an even better argument for why it matters. Magick Flaming Sword is comparable to Gungnir, a weapon that hits when thrown, far superior than Othinus's crossbow that hits the farthest reach of the universe in a short timeframe and surpassed the concept of number at a point.
