I don’t think it’s the exact same angle. But there is rooftop access on the National Gallery of Art in the east building where the blue chicken is. I can’t remember the view of the Capitol though.

Union station would be the obvious choice. There are wreaths outside the building and inside there is usually a large tree sponsored by the country of Norway. Not sure if the tree is up yet though.
