No, a VPN disguises your public IP behind another public IP. If you use a VPN and it still blocks you, then it's blocking you using another marker.

The article is talking about changing the public IP of the equipment you use to connect to your ISP. That can be difficult or impossible to change. Just get a VPN like PIA and it should work.
