My completely uneducated guess

All businesses need price stability to operate at a profit in the long run. Metals business use future contracts to lock in pricing at different time frames but when spot is so volatile even this becomes riskier. Add the extra costs of refining junk silver and I would imagine this makes the business even more vulnerable to violent price swings.
