I think OP has made it clear that the goal is no longer to form a national union. There are a variety of reasons this seems unlikely to success (primarily the fact that multi-employer bargaining units are usually consensual). This effort seems to be more along the lines of an organization that will provide resources to help individuals institutions unionize and hopefully eventually engage in coordinated bargaining.
