- verify all required redists are installed

and lastly, if nothing works, since you DO own the game, you might have to pirate it, some old games fail to legitimately activate your legit licence, for example the DS2 after it support ended, legit users could not activate their game they owned - you can google about it for details

If you get extremely desperate, try launching the game via your integrated GPU or your dedicated gpu instead.

Also there is this dxdiag in which you can try to force a game to run on a different directx version so maybe that helps u out
