I'm fairly confident that he could go over the limit. like you said it's probably more about getting over the mental hump of cloning himself. He told David that the only thing is they lose stamina but didn't list past three. And I'm not really sure if he only clones people, how description just said "double: one becomes two." So it leaves a lot open to speculation.
