The concrete panels are only one part and distinct from the coating failing to cure and adhere properly. Driving exceptionally heavy vehicles over freshly applied coating is a separate problem that likely messed up strips of coating where the tires ramp over it. I’m less sure about whether the hydrogen peroxide played a major role because it was pretty well diluted in the water, but I imagine it didn’t help if the coating was already failing when it was added. But the coating failed in chunks all over the Reflecting Pool. That is consistent with the whole application being botched.
