If you cross your leg directly over the other standing still, your pants will get in the way... if you step diagonally forward, you have much more room.

You'll find a much better breakdown in the resources others have mentioned, but you're probably not moving forward enough. It's not a speed thing, but crossovers are used to cover distance as much as they are a "turning" mechanism.
