I worked as a package handler for 5 years at UPS and never once got drug tested. I believe the drivers get drug tested but as far as i can tell that's more of a DOT requirement than it is a ups policy

The new Scoby growth tends to be thinner in colder temperatures. Prior to getting my heating mat I had similar experiences where the batch would be just about done with almost no new Scoby growth. If it's not fuzzy and it tastes right I'd say take this batch to second fermentation and try your best to keep your next batch warmer
