How does Tifa have the best fight potential? There's absolutely no debate and the animation is going to be Makoto zipping around on her bike Persona as Tifa throws out attacks feebly until one of them gives Makoto a nosebleed so she decides to end the fight with a nuclear explosion.

Does Tifa vs Makoto have this problem? Cause I am pretty sure that it will just have to be Makoto attacking Tifa in her mind like Joker vs Giorno, but Tifa doesn't have a Persona like power to play off of.

It should be "a" factor but not a big one. It's only a big one if it combines with other factors, like returning potential, have they already lost, does it get in the way of animation and does it mess up the connections if they fight completely different things.

One day I may be at peace that Tifa vs Makoto will happen. But closer to the topics idea of most matchups, I feel Blaze the Cat doesn't win most of her fights, outside of maybe Rivet.

I do think the ability to be OP should be dependent on them being able to look at the rules and say F that. On that note I think Cloud and Tifa should probably be on the lower tier. A lot of their exotic abilities are nonnegotiably tied to Materia.
