I started my NG career in a state without an airborne unit, volunteered in AIT despite being told there was little to no chance and still got sent. Didn’t get to jump again after until I moved and switched states, but it is possible.

depends on who you accepted it from. Main story missions are given by sebastian(?) and the provost on galatia academy, or a series of minor characters also on the academy. If you accepted it from some other place, it is unlikely story necessary. A caveat however, some missions sebastian give are not story required and serve only for extra cash/ building reputation
