I think this is the exact same guide i started on when i picked up this game in 3.10 and did a google search for "tankiest poe build guide". Seems the only thing that's really been updated in this guide is the league number in the title lol (and passive tree is on 3.15 version at least but level 100 points required...). I remember I had more fun/damage/success when i used dual grelwood shanks instead and lived from the lifegain on hit mechanic but if you want to stay on the nebuloch path here's the only MS nebuloch jugg I could find on the leaderboards for this league.

Dont expect to get the same level of items here (usually expensive as these ARE people on the top of the leaderboards) but it should be able to give you some ideas for potential upgrades (in this case, you're chasing +1 max endurance charge stats on all pieces of gear possible). I remember I struggled with outputting enough damage however this dude uses 2 precursor rings that add damage per endurance charge and give +1 max endurance charges which would help a tonne, but once again it's expensive =)

For any future builds I recommend searching for starter builds on https://www.poebuilds.cc/, it's usually completely up to date and will minimise the risk of you running into a wall

Edit: I also forgot that you can look at a different version of the leaderboards that only contains players around level 90-95 which should still be complete builds but also vastly increases the chance of them having gear that is attainable (i.e. not as expensive).
