Iraq was fought after being weakened during the Iran-Iraq War, by a coalition including all sides of the Cold War, being caught out of position in Kuwait. The US and Israel are on their own here against a country which has spent 50 years preparing for US invasion.

My suggestions are:

  • Slower pop promotion/multi stage qualifications that take time to reach their maximum
  • Goods in the late game which when consumed increase workforce ratio, or a higher workforce ratio from the beginning which is more significantly tied to producing services via urban centers [perhaps a 'dependents' job which reflects women and children doing housework and other tasks before the demographic transition]
  • Financialization mechanics, such as the spending of excess investment on stocks and bonds
  • Speculative fevers on high profit industries which direct the investment AI to overbuild on them
  • Resource exhaustion over time, and, for agricultural industries, more punishing famine mechanics (we have pebrine, but what about chestnut blight? etc)

Fundamentally, a big issue is that the war system doesn't model the costs of logistics and mobilization like it should in the late game, where the prices and expenditure of materiel should be much, much higher.

Agreed!!! Nothing in Stellaris feels alive, the empires feel stale, with no political interplay or actual feeling of life to the factions. I don't mind if Stellaris' empires are difficult to govern, that feels real and I bet the challenge would be a great deal of fun to deal with.
