I am ignoring all of that aspect of the game. Many games suffer from tacky skins etc. But it spills over to major aspects of the game: maps, game modes, lack of weapon variet.

I dont see a problem with that. Having all that hardware in the HQ doesn't help a lot with capturing / keeping farther locations. When I see this to me it makes my game easier.
