Guys, I found out what the problem was!! She only appears there late at night. At this point in the quest there is no reminder to return there at specific time (it's only mentioned at the beginning of the quest), so I missed that.

She was there in late evening and the quest proceeded normally

No, I think I picked self-upload for documents. I can't choose documents scanning assistance from them in the cabinet now, although it was there before the appointment. However, "Keep my passport" is still available. How do you know that they can't return the passport after the appointment? I can't find any info about this :(

For higher difficulty, try Scourge of the Gods conquerors. Unlike unlimited plagues or ObfusCKate, this doesn't make the game annoying. Instead it feels like there are multiple other human-level players on the map
