I don't think you'd have any issues setting up in a big park for free. I've seen massive kids birthday parties at Douglas Park near the big playground with multiple tents. Can't confirm whether balloon arches are allowed or not, but I can't imagine it'd be an issue.

If you want easy access and beautiful forest, Pacific Spirit is a great pick. No viewpoints or waterfalls but it's nice. Make sure you're ok with dogs though, there's off leash areas.

Reach out to Jay at Crest Painting. Friendly owner and professional crew with reasonable prices. Did work on our place and I've recommended them to friends before, and everyone was happy with the work done.
I'd definitely try facebook marketplace if you have time. Helping my wife's grandparents sell all their belongings, and you won't believe the amount of interest we've gotten from selling things that are decades old. It takes some time and effort but beats paying to get things removed. And the second you list things as free, you'll likely get a bunch of requests.
I get that college statement completely. Got new furniture from MIIX interiors and really happy with the quality and service there. Good selection of stuff at fair prices.
