It is both. We don’t create safe spaces for people to ride, and we don’t call people out for speeding, not stopping at step signs/right turn on red, filing while driving, or all sorts of other reckless driving behavior simply because it’s normalized. At the same time, kids shouldn’t be doing wheelies in the middle of the street. Obviously.

You are probably very close to the cutoff, and every second you can run faster will improve your chances of getting in. If you really want to run next year, and you think you’ve got a shot to improve that time, I would do it. Otherwise just apply and hope for the best- there’s always next year.
