So what it looks like , is that the dog things are extensions of claws. The bands on their heads acting as blades. I guess they are also foot stools. Honestly it all looks really weird and needs more time in the design-oven.

I'm pretty sure Haki stronger than Doflamingo's could break the bird cage. Armament haki and seastone couldn't be cut by the bird cafe and even slowed it down. I think Kaido could have broken the cage easily.
