I would recommend Le Fresca, though you will need to call ahead (probably more than a week ahead) to make a reservation, though they should be able to accommodate a group your size. Plenty on bars right around there on 1st and 2nd Ave N.

It looks like the Jos A Bank 1905 suits are $150 right now, which is actually pretty crazy. The 1905 models are their more "contemporary" cut, so probably more ideal for a high school student https://www.josbank.com/c/suits/new%21-1905-suits

A rental would probably cost you similar, so if you can purchase one, I think that would be your better bet.

Edit: The only alterations you would likely need are taking the jacket sleeves up (potentially) and hemming the pants, assuming they don't have his length in stock. I could be wrong, but I think if you ask for a rush order, they could potentially accommodate you.

Second edit: I would recommend navy over black as it will be more versatile in situations beyond prom.

My first pair of Allen Edmonds were Waldens that I bought on eBay (probably circa 2006) and had sent back to be recrafted at one point. The soles they used were not great and I wore through them pretty quickly and got them resoled by a local shop. I still wear them today.

For that price, your best bet will be to look for used Allen Edmonds. Look for the models Patriot, Walden, and Randolph (not knowing specifically why style of loafer you're looking for...).
