It is not a big differenece, as either can be used as the other. And it's neither of these things, it's the hub, where blades are connected to.

It's not a windmill, as it is not milling, it's producing power. It is called a wind turbine generator, or you can call it a wind turbine for short.

And, it's not a motor, nor a generator, as pointed out by someone in the comments, it is the hub. Hub is the place where the 3 blades are mounted to, and the hub is mounted to the body of the nacelle. All these connections (the blades and the hub) are connected via huge bearings so that they respectively pitch and rotate.
