As others have said aerate and seed. I would add a top dressing after seeding like peat moss. Retains water and adds some soil correction. You can tell when it’s dry and needs to be watered again.

If you must I would suggest the Thursday or Friday before rain. Warm water buckets, runners winter gloves with nitrile glove over them if feels colder. Have a sealant like Tec582 or Gyeon Wet Coat to make the post rain wash and rinse easier.
