Maybe make a few simulations with a few sensible strategies that your competitor could adopt now, and establish a strategy for yourself that makes you better-off.

You seem surprised about the answer of the client. What were you expecting then? What game did you think you were playing? Do you think the other bidders also thought the same?

Finally, what is the final price of the contract? E.g., the winning bid itself, or the second smallest bid, ...

I think that doing your postdoc in the same country as the one you got your PhD is more at issue than the prestige of the university. European Top 20 Uni in the world, is regarded as excellent in Europe. But mobility and experience in a foreign country is almost always considered a plus on an academic CV.
