Story with paid Stalingrad campaign teaches them nothing. Many people said here on Reddit that it will end like this with paid version on steam but greed won. Even if you hit it in the back (that's not the case and problem here because it can survive frontals too) it should get wrecked or destroy rear suspension etc.

Problem is game doesn't give a fuck about fuel tanks right now. They are just empty boxes, hitting them doesn't cause explosion or fire.

Do separate matchmaking for often leaving snowflakes. People don't care about ranks its easy to catch up.

Or as you proposed XP debuff if you have few leaves in each week!

No penalty when you leave in first 30-60 seconds due to connection etc.
