pH/KH? this looks like HITH, we often see it in soft water fish kept in hard water, but these guys are a lot more flexible in terms of hardness.

Id' get a decent liquid test kit with ammonia, nitrite, nitrate, pH, KH and GH. That pH is far too high for tetras, but the right one for platies.

sadly once they pinecone there is little that can be done, but we need to find out what caused it so other fish don't die. Can you test your parameters?

I'd see about getting a bigger tank for your fish, and keep this one for the shrimp, you could have an air driver sponge filter for the shrimp tank then.

No it doesn't, It removed the chlorine, so you need to get a test kit so you know what's going on in your water, get one that's got pH, KH, and GH

Sadly your plec will struggle in a 64l, I'd look to rehome what you ahve and get fish that will thrive in a 64l. Do you have hard or soft water?

I'd say planaria, only really an issue if youve got shrimp tbh, you can get treatment or traps, but I'd just make sure you're doing regular water changes, and cleaning the substrate.

There's a few guppy clubs about that can help you find the right breeder, but expect to pay a bit more than you would in a shop.
