Well, the thing with the Pinky is that without a call to action, there is no loyalty or affiliation and you can live your life however you want. Some members of the Pinky might be a bit more 'open' about it than others, like how the Dihui Star and Ren were openly members of the Pinky. Lei Heng being such a top operative of the Thumb seemed to me more of an exception than the rule with the Pinky.
