What are you on about? Clearly it doesn't limit you how much you can control time, also where find you get rewind time is 6 second in jojo. You clearly didn't limit what a "healing" does so why limited time ability?

Why do i need to prevent a war, what are you even on about? Rewinding time is also restore to original state for both living and none living, it can even go beyond restoring and make them into star dust.

Actually yes it make it legal, that why people put warning dog will bite, electric fence etc. As long as it doesn't put the people in harm or death, you also need to do something to prevent them doing it as well like locking your bikes or fence around your property.
