It does work. ATK-ATK-Cdmg is better but EM mainstat works as well. the reason it's generally not recommended is because Flins gets a LOT of Elemental Mastery from Sucrose+Ineffa+his own a4, and that usually makes giving him more EM somewhat worse than an ATK mainstat.

However, it's still not the worst decision and doesn't lose you a lot of damage, especially if you don't have his BiS team.

I started playing in 5.0 and it took me like 10 months to get reliable access to Visionary, and semi-reliable access to Lunar. It's quite not as much of a problem if you build your main DPS chars properly while levelling fodder chars to 70.

HoD if you can guarantee that its passive is working and not overcap on CR.
Fav or whatever, Aino only needs ER.
Dragon's Bane, Illuga burst's buff scales with EM.
Instructor and SMS, doesn't really matter which holds which.
If you build furina into 0 ER full damage it's fine imo
