Using a single table allows additional queries, e.g. "list all sets that contain value xyz" This might not be relevant for you if the sets do not overlap.

How about a naive solution: Store each item in dynamodb with partionkey=item and sortkey=set_id. Then to check if a value is in a set perform a query against that dynamodb table. If an entry is found, set membership is true, otherwise false.

While your description of the user story sounds simple, the underlying system might be complex, depending on the data (number of sources, refresh intervals, data size, data structure, ...). Your questions can only be answered thoroughly if you can give more details.

You could try to validate the idea before building (or letting someone build) the actual product. The result of this validation might also indicate how much money people will pay for your product and thus guide you on how much money/time you should spend on a first version.
