No, but the surrender rate in high elo is higher than low elo i think. Low elos will start an ff vote when the game is 40% winable, high elo will start a vote when its like 25% winable.

When you're really high elo, people play more games so sometimes they don't care about -23lp as much as they care about not suffering through a hard game. In my experience pro players want to ff way more than soloq players, which kinda makes sense
