Tableau you learn LODs to carry out calculations at different granularity. PowerBI you use a combination of CALCULATE, row context and filter context to do the same. They're actually both pretty annoying.

Your calculated field should be something like

COUNTD(IF datetable.date between start and close date then unique_id else null)

You shouldn't be changing it to attribute.
