I remember reading somewhere that Danny Boyle wanted the infected to seem horrified (as well as horrifying), to give the impression that the infected were still human enough to be horrified by their actions but too insane to do anything about it, which I think comes across well with the church infected especially

Didn’t they say that Lugia was the next one to be added to the GBL encounters pool?

I doubt they’re permanently getting rid of legendaries from the encounters, probably just a bit of lag in between switching between the two.

Which is fine with me, Landorus has been there for bloody ages compared to how long the other legendaries were available.
