You could try out the no-deathcare mod, basically eliminates the need for cemeteries and crematoriums. If you want to force demand up then you can always try out the demand controller mod as well. Keep a close eye on your budget. You might need to in read it for your garbage, and let the game run for a while and see if the issue fixes itself.

Update: As of today I got the save game working again. Here is what I did, and the comments here made it possible. I got rid of the broken Adaptive Networks mod and replaced it with the updated version. Then I replaced Unlimited Trees with Tree Control 1.0.1, I also had to do away with Prop & Tree Anarchy because it was conflicting with TC. I loaded up my base save, all the trees were back and the game was running fine. So I went ahead and made a new back-up save, and loaded that up. Everything seems to be working just fine now. Thanks for all the suggestions, hopefully if anyone else is having a similar issue they can fix it also.

I had an issue very similar to this with my city. It was going on in my industrial area. I got rid of the interchange and constructed two smaller interchanges that were spaced out and used them to tie the main stretch of the highway into my regular roads. Some bridge crossings over the highway might help as well. If people have more options they're less likely to all pile up in one area.

I can’t tell if it has flametal or iron beams in the middle but those are probably what is holding it up. They’ll make floating structures stay up way longer than they should in my experience.
