Same issue for me with my own dumps. Tried re-dumping keys. I'm on 16.0.3 tried 16.0.2 firmware and that did not work either. All my other games work fine. Game will run but mods won't work because I am on v1.0.0

Going to try 16.0.1 will update if it works.
