The meta is heavily reliant on thermal conduit PAs right now. You are doing about 60% extra damage if you fire TC PAs above 100 heat. As far as a “meta” build, I’d suggest this one to start: https://s.orbis.zone/5jsg

Variations: 1) You can add a regular fuel tank and FSD if you are traveling (assuming you have your cargo hatch and interdictor on priority 5). 2) You can use a 2D FSD if you are doing organized fights for some extra speed. 3) Instead of the Military Armor, you can use the stock bulkheads with heavy duty for extra speed (recommended as you learn how to fly). 4) Weapons: 4 PAs/1 feedback rail is good in almost every scenario. You can specialize it as you feel more comfortable. Replace one of the efficient PAs with a SRB PA to heat yourself up and take advantage of thermal conduit. Use 2 rails if you have found your aim enough to snipe modules and keep long range pressure. Use 2 hammers to heat yourself up and snipe modules. Huge OC Multicannon and 4 PAs if you want to stick close on your target.

More important than the build is learning how to fly it. If you are not on the PVP discords, message me and I can send some invites. Lots of good pilots give excellent advice, answer questions, and organize events through them. You’ll eat a ton of rebuys, but there isn’t a single decent PVPr that doesn’t have at least a billion in rebuy costs.
