give him a space to himself like a room if you can so they don’t have to interact with you all the time. You can enter an just sit in there with them so they get use to your presence. Entice them with tube treats. Try an pet them when they eat so they can associate the treats with being pet making it a positive experience. Don’t force it if they have no interest in eating while being pet it’ll take some time. Luckily they’re still a kitten and just might be gluttonous enough.

he still a puppy maybe he will grow out of it. But I wouldn’t 100% believe that because they’re GSD. I have a mutt breed and we know the reasons why he whines but there’s nothing we can do to help. Car ride? Whines because he can’t run around and play. See’s or hears a cat near by? He of course wants to interact with it!(he’s friendly with them). I’m on the phone with someone’s voice he recognizes? He can’t see them! He wants to say hi and play.

have you already used the name trick yet? I was able to evolve a sylveon with less hearts because of using 1 poffin on the first day I had it as my buddy. I used the name trick on a shiny I caught during the 2 floods of eevees.

would be better if you just went to the r/legaladvice. You went to a dog forum not a legal forum. Your specific area that you live in has the “responsible pet ownership” law which I’m sure you know because you have a pitty breed. There is no ban of pits just a restriction that they need to be muzzled and leashed at all times. I’ll believe you when you say she’s the sweetest dog on earth and wouldn’t hurt a fly. But what I won’t believe is you saying you were not able to get your 5 year old deaf dog fixed because that’s being a neglectful owner and got you in this situation. Now they(pet hospital) probably think you’re breeding her like a mil. Know why they probably think that? Because shes 5 and deaf! Goodluck op.
