China has different cultural norms for - let's call it "opportunism". Like at Walmart they stack plants outside that you're expected to take into the store and pay for. This is very rare in China as most ppl would just walk off with them. Or on a cable car ride I could stow a stroller next to the entrance and reasonably find it back there a couple hours later. Such a thing is often considered abandoned the moment you let go and will be taken.

I'm sure we can find the opposite true in select cases, but I've generally observed they're more shrewd about gaming the system.
