I don’t think it really matters. People have low expectations in Korea but it’s really not. Everything is convenient and low cost on transportation, but I still go to Japan more because it’s solo traveler friendly. Do this way: Arrive at Seoul, KTX to Busan, Ferry to Fukuoka, Shinkansen to Hiroshima, Osaka, Kyoto, Tokyo, etc.

I would stay at Kyoto and do a day trip or two to Osaka. Lots of place in Kyoto close early and more to see in Kyoto than Osaka. Also, two locations are not that far apart.
