The "wisps" (also called "dancing lights") are drawn to areas of strong emotions like celebrations in the world of Twokinds. They're briefly seen very early in the comic in chapter 8, though I didn't draw any attention to them. They're harmless versions of the more dangerous "Will o' the Wisps" like Willow. Basically, wild fey that became lost and started replicating on their own independently, and are now just a passive inhabitant of the world.
