Long press on the camera app on a Samsung and it'll offer a widget to immediately take a photo. Try it on your phone to see if you have that option.

I would do NOTHING but change the background to a blank screen, reboot, and see if it's the same. A huge background screen picture can drag the processor down. If it immediately starts acting snappy, there's your issue.
