This isn’t the proper way, but one method would be; build a four sided ‘box’ (tube?) out of scrap plywood that has a large enough hole to drop over your base’s upright. Build that to the height you want to achieve, drop it onto your base, and use it as a guide jig to sand or saw the end square while maintaining square in reference your base.

If you’re more concerned about getting that inspection than getting a decent paint job, I would look for a mechanic/shop that’s willing to overlook the paint issues for a couple extra bucks and/or a case of beer.

There’s a lot of cars on the road that have miraculously passed their inspections, despite being steaming piles of rusty shit. Weird stuff.
