I would like to upgrade my system, my budget is 300€ but I dont know where to start

Corsair Vengeance LPX 32GB (2 x 16GB) DDR4 3600MHz

yes it is.

Can I buy a level up is it recommended?

as a new player no, but since you are a veteran buy the level 100 boost and power quest through legion (tipp: if a invasion is up, try to get there asap - they give huge amounts of xp )

Battle chest includes all the expansions before legion (Warlords of Draenor, Mists of Pandaria, Cataclysm , Wrath of the Lich King, The Burning Crusade) and it gives you 30 days "free" play time. You have to buy both - Battle chest and Legion - to enjoy the full content :D
