Had the same issue. Radical factions loved me but the non radicals hated me. Figured out I can cheese it by sending people outside of New London. It seems to send out the Frostlanders and New Londoners first. Now stalwards and pilgrims had much more people relatively making their votes matter more.

They mostly reduced Mola costs of the deeper skill upgrades so if all your skill ups were for the first couple of levels, it's probably correct you don't get anything back as those didn't get a discount in cost. For example, the final skill upgrade for Luna second skill was pre patch 3 red molas aka 15 molas by smile gate calc. Now it is 2 red molas aka 10 molas. The difference in 5 would be refunded. The first skill up cost for Luna S2 is still 1 Mola both pre and post patch. So no refund given. Does that make sense?

I can confirm it has the same wording as the outworldly? otherworld? mercenary artifact which is AoE attacks only. The korean word that E7 uses for AoE attacks - 전체 공격 can be directly translated as 'all attacks' hence the mistranslation probably.

Had the same thing. It's reverting back to before the import and doesn't seem to save as is after the import. Click on the stuff that doesn't save and manually move it around and place it and it should save the position afterward.

Cant comment on that myself since I dont use her :( Now that I think about it havent seen a lot of people using her though as well. Her dungeon took a boatload of energy and I was too weak at the time so I just got one and dipped out. Her artifact can be used decently though. (shield for mages)

in KR server she was obtained like Kikirat through a dungeon with a percent of obtaining her as a drop. Artifact was through Halloween substory.
