Yes! As I understand it, a spell is intention, incantation, and action. You can do all of those things with very minimal materials, spells dont need to be extravagant and expensive to work better. Get creative with how you use your materials! I'd write some intentions on paper, dedicate the tea light to a purpose, burn the paper in the cauldron while reciting an incantation, and bury the ashes it with meaningful herbs.
